Stephen Kessell succeeded C. E. Lane-Poole as Conservator of Forests, Western Australia from 1923 to 1941. He was then appointed Controller of Timber, Commonwealth Department of Supply and Development (1941-1945) and Managing Director of Australian Newsprint Mills (1945-1962).
