Summary

Frederick John Walters, OBE CE LS AMIEAust FISAust, was a well known and highly regarded practicing surveyor and consulting engineer in Melbourne.

He partnered with Lieut. E. L. G. Creswell in the firm of Walters and Creswell, consulting municipal engineers. They were consultants to many towns and municipalities throughout Victoria. These included Broadmeadows, Keilor, Upper Yarra, Healesville, Bulla, Mulgrave, Doncaster and Templestowe and the City of Williamstown; many Waterworks Trusts including Yarra Junction, Wesburn, St.Arnaud, Beaufort, Healesville, Marysville, Keilor, and St. Albans; many Sewerage Authorities; as well as conducting an extensive urban and rural survey practice.

Partnering with Scott & Furphy, from 1935 to 1954, Walters was involved with town surveys to enable houses to be connected to sewerage systems.

During the Second World War, he was Construction Manager for Victoria of the Allied Works Council, and as Chairman of the Melbourne Division of The Institution of Engineers Australia, he acted as Liaison Officer between The Institution of Engineers and the Departments of Supply and Development, Munitions, Army and Interior, and was Chairman of the Technical Manpower Advisory Committee. During this period he was associated with the construction of aerodromes and major defence installations.

After the war, he formed a partnership with Major M. J. Lea, in the firm Walters and Lea, and they acted as consultants and engineers to many authorities.

From 1948, Walters acted as the Engineer Member of the National Capital Planning and Development Committee, advising the Government on the planning and development of Canberra.

His service was recognised when he was appointed an Officer of the Order of the British Empire (OBE) in 1959, and was elected a Fellow of the Institution of Surveyors Australia in 1960.
