Summary
The Institute was formed in 1909, not long after the Local Government (Shires) Act, 1905, New South Wales came into force, and when 134 new Shire Councils were formed across the State. The Act facilitated the transfer of the responsibility for State-funded water, drainage, roads and bridges, previously managed by district and central engineers within the Public Works Department, to local government engineers in the shires.
Provisions within the Regulations under the Act, proclaimed in November 1906, required that engineers employed by the shires or municipalities in New South Wales obtain a certificate of qualification from the Engineering Examination Committee under the Regulations.
The aim of the Institute were: (a) The promotion and interchange among its members of that species of knowledge and practice which falls within the department of those engaged in the discharge of the duties imposed by the Local Government, Public Health, and other Acts covering local government services; (b) The promotion of the professional interests of the members.
Primarily serving New South Wales certificated local government engineers, its aim was to be an Australian / Australasian wide Institute, with 'Sections' in all States. Apart from the 'New South Wales section', only a 'Queensland section' and a very short lived 'Victorian section' existed.
In 1919, the Institute of Local Government Engineers of Australasia and its New South Wales and Queensland sections, amalgamated with other existing engineering associations, to form the "Institution of Engineers, Australia" as one of the Institution's eleven 'Foundation Societies', and its members transferred to the Institution as foundation Associate Members.
