Summary
William Heron Steel MInstCE, was Inspector-General of the Public Works Department, Victoria, from January 1878, and Chief Engineer of the Melbourne Water Supply. Prior to this he was an Assistant Engineer, under William W. Wardell, and "had the whole charge of the Marine Works, harbours, jetties and Lighthouses of the colony, as well as plans of new graving docks, etc."
