Abstract

Present uncertainty indicates the need for greater scientific knowledge about the effects of mankind's activities. Organisations and procedures will have to be set up for any necessary global regulatory action. The penalty for deferral of global action for 10 years is likely to be small. Based on these and consideration of mankind's adaptability, a 3-pronged course of action is recommended for the next decade to deal in a balanced way with the implications and challenges of sustainable development.
