- Abstract
There are about 334 Ballast Top Timber Opening railway underbridges in NSW. They were all built to standard plans so can all represent the BTTO type. Many are life-expired and need replacing.. This paper discusses the conflicting concepts of significance as used in the heritage and environmental legislation of NSW, and recommends assessing their individual relative significance rather than their absolute significance.
