Abstract

This paper reviews the problem of the selection of design periods for watermain planning during periods of inflation. The problem is discussed from the point of view of a local government authority which aims at providing the development which is most advantageous for the ratepayers of the present day.
The general tendency towards inflation is examined, and it is argued that one should take account of price and wage changes in making a meaningful cost comparison.
A cost-discounting-rate for use during inflationary periods is suggested. A computer was used to obtain information for the preparation of graphs which show the optimum design periods for pipelines installed under various conditions.
