The Council of The Institution sat in debate for ten hours at its 104th Meeting, held at Sydney on 30th and 31st July, 1945, upon an agenda paper containing some subjects of major import, including several under the heading of 'Status of Engineers.'

The Council endorsed the idea of establishing an association of professional engineers for registration in the Commonwealth Court of Conciliation and Arbitration and to that end directed that draft articles of association shall be prepared for the guidance of those members of The Institution who desire to form such an association.

At the time, there was not registered in the Commonwealth Court of Conciliation and Arbitration, any association catering exclusively for any one of the learned professions.

The Council also discussed rehabilitation of discharged servicemen members.
