- Abstract
In its strategy statement of September 1985, CSIRO set a goal of establishing systematic approaches to evaluate the potential benefits of its research programs. These approaches would assist CSIRO to concentrate its scarce resources in those areas of research which have the greatest potential value to Australia.
To this end, the then Executive appointed the Research Evaluation Committee. The Committee then engaged McKinsey & Company, Inc., to evaluate two research projects as prototypes, and using the resulting insights, to develop analytical frameworks and approaches for prospective evaluation that can be applied more broadly to CSIRO research. The work was conducted by a team consisting of personnel from McKinsey, and four senior CSIRO staff.
