Need exists for a re-estimation of Busby and his service as Resident. Much more material is available than was used in earlier research. Some important corrections of current opinion are warranted: Busby was not an engineer, nor was he without personal qualities, training, and experience fitting him for his difficult and anomalous post. Contemporary criticism and subsequent ridicule were both careless of facts, and the latter erred particularly in failing to appreciate the motives prompting the former.
