Abstract

Building regulations in Australia are a considerable restraint to efficient and effective building practices and are a major inhibition to innovation in building. The work of the Building Regulation Review Task Force is described and specific reforms in the areas of National consistency; Responsibilities; Introduction of performance objective based regulations in parallel with 'deemed to comply' provisions; Continuing the reform effort; The role of Standards; An improved administrative system; and Fire regulations are described.

It is concluded that reform is possible given commitment by politicians, bureaucrats and industry. It is also concluded that the 'window of opportunity' for reform is now.
