- Abstract
Most large industrial complexes were purpose built for a particular function. Today a dilemma arises when these complexes have passed their useful life, closed down and the sites no longer have an industrial purpose. Many of these sites contain obsolete equipment, hazardous materials and contaminated ground and structures. However, from a heritage point of view they are the repository of important industrial history showing the development of many aspects of modern society. Often from the site owners' point of view not only does the obsolescent complex occupy a valuable piece of land, but they also represent a liability. The State Heritage Councils using their respective heritage legislation, often have to resolve the inherent conflict in dealing with the historical and scientific importance of these complexes; and taking into account the reasonable or economic use of the sites. Also the undue financial hardship suffered by the owner if the application to demolish were to be refused.
