In accordance with your instructions I beg to submit a 'memorandum on the Organization of Scientific Research Institutions in the United States of America. The memorandum summarizes information compiled by me for the Prime Minister (the Right Hon. W. M. Hughes, P.C., M.P.) during a visit to the United States in February and March, 1916.

No attempt has been made in this memorandum to furnish an account of the very interesting research work carried out at the institutions in question. I have endeavoured to record those features and problems which appear to be of immediate
interest in connexion with the proposal to establish in the Commonwealth some permanent organization for the promotion of scientific research work and the application of science to industry, and to indicate the trend of development of research institutions in the United States.

I have also endeavoured to convey some- idea of the wide range and importance of the activities of the Federal Government of the United States in regard to scientific, technical, and industrial matters.
